Otto Wels

From 1919 to 1933, Otto Wels was chairman of the Social Democratic Party (SPD) in Berlin. In his speech on 23 March 1933, he was the only member of the German Reichstag to openly reject Adolf Hitler’s Enabling Act. SPD delegates subsequently voted against the law that effectively turned Germany into a dictatorship.
